Andhra Pradesh Assembly passes Teachers’ Transfers Regulation Bill

The Legislative Assembly passed the Andhra Pradesh State Teachers Transfers Regulation Bill 2025 on Wednesday (March 19, 2025). It was introduced by State IT & HRD Minister Nara Lokesh, who called the approval of the Bill a historic move. 

The Bill provides for transferring Grade-II headmasters and teachers through web-based counselling to be prescribed from time to time. 

It was mentioned that the headmasters and teachers cannot claim transfer as a right and the guidelines does not intend or confer any right for posting at desired places. 

The government will notify the vacancies namely retirement vacancies, vacancies under compulsory transfer category, reapportionment vacancies, vacancies that arise owing to unauthorised absence for more than one year as on the date of issuance of transfer guidelines, study leave vacancies and resultant vacancies during transfer counselling.

Mr. Lokesh said extensive consultations were held with the teachers’ unions including the one owing allegiance to YSR Congress Party.
